Symptoms
In WebCenter 25.03, a workflow configured with a two-stage document approval behaves unexpectedly when the second approval stage has no users assigned to its role. After the first approval stage is completed, the workflow does not fail at the second stage. Instead, the workflow status is set to Cancelled while simultaneously re-triggering the first approval stage again.

HF_202503037_20251024_CS01995216_WCR: Dashboard performance is reduced because approval information is loaded whenever document information is loaded.
