Symptoms
When delegate logs in as the delegator to do some approval and makes an annotation, WebCenter does not detect that the annotation was made on behalf of the delegate.
It's impossible to submit the rejection.
Preferences are setup so no rejection can be done without annotations.
When executing delegated work, a delegate cannot reject. Annotations are not recognized.
